    Affordability Assessment to Implement Light Rail Transit (LRT) for Greater Yogyakarta

    The high population density and the increasing visitors in Yogyakarta aggravate the traffic congestion problem. BRT (Bus Rapid Transit) services, Trans Jogja has not managed to solve this problem yet. Introducing Light Rail Transit (LRT) has been considered as one of the solutions to restrain the congestion in Greater Yogyakarta. As the first indication that the LRT can be built in Greater Yogyakarta, the transportation affordability index was used to understand whether the LRT tariff was affordable. That tariff was calculated based on government policy in determining railway tariff. The forecasted potential passengers and LRT route have been analyzed as the previous steps to get LRT tariff. Potential passenger was forecasted from gravity mode, and the proposed LRT route was chosen using Multi Criteria Decision Analysis (MCDA). The existing transportation affordability index was calculated for comparison analysis using the percentage of the expenditures for transportation made by monthly income of each household. The result showed that the LRT for Greater Yogyakarta was the most affordable transport mode compared to the Trans Jogja Bus and motorcycle. The affordability index of Tram Jogja for people having average income was 10.66% while another people with bottom quartile income was 13.56%.Keywords: Greater Yogyakarta, LRT, affordability

    Analysis on Railway Infrastructure Utilization Priority Factor Variation on Track Access Charges (TAC)

    In Presidential Decree Republic of Indonesia Numb. 53 in 2012, it is explained that every railway operator which use railways infrastructure have to pay Track Access Charges (TAC) to Government. The rules of the calculation of TAC which have to be paid by PT.KAI is explained in Regulation of Transport Minister Numb. 62 in 2013. In this regulation, there is priority factor which has same value for every service type of the train (Fp=1). Actually, every service type of railway has different priority and gives different damages for infrastructure based on the speed. This research intended for analyzing the influence of priority factor to TAC. Quantitative description method is used in this research. The objects of the research are Executive, Business, and Economic class of passenger train in Java. It suggested with two alternatives calculation of TAC with variations in priority factor (Fp) which oriented on train travel time. Then, the best Fp is chosen which represented the real condition where the train with higher priority has to pay higher TAC than that of others. The result of this research, with Fp=1, showed the value of TAC for Economic class is IDR 68.00/GT/km, for Executive class is IDR 30.00/GT/km, while for Business class is IDR 28.00/GT/km. A modified of Fp, with two alternatives calculation, considering travel time and stay time of each railway service type showed a better result. The first alternative generates Fp= 1.39 for Executive class and gives IDR 42.00/GT/km for the average TAC, while Fp=1.21 for Business class and generates IDR 34.00/GT/km for average TAC. The second alternative generates Fp=3.00 for Executive class and it gives IDR 91.00/GT/km while for Business class generates Fp=2.00 and it gives IDR 56.00/GT/km. The calculation of TAC with second alternative is more represents the real condition, where Executive class has higher priority and speed than the other classes, so it also has to pay higher TAC

    THE BOGOR BUS STATION RELOCATION IMPACT ANALYSIS TO THE BOGOR OUTER RING ROAD (BORR) AND PANGERAN SOGIRI STREET PERFORMANCE

    As the main bus station in Bogor, West Java, Baranangsiang bus station is currently located in the crowded city centre, near many offices, campuses and department stores. There is a plan of Bogor’s Dinas Perhubungan Komunikasi dan Informasi (Diskominfo) to relocate the bus station to the new location in the Pangeran Sogiri Street in Tanah Baru area, near the newly built toll road, the Bogor Outer Ring Road (BORR).This research is conducted to analyze the traffic performance impact of the relocation plan of the bus station to the BORR network and the Pangeran Sogiri Street. The traffic data is obtained from the field survey in the Baranangsiang bus station and the BORR network. Some other secondary data are obtained from the Dinas Lalu Lintas and Angkutan Jalan (DLLAJ) Bogor city. Based on the obtained data, a micro simulation model is built by using Aimsun traffic micro simulation program. The analysis is conducted in three traffic performance parameters; the traffic density, speed, and vehicles queue length. With respect to the analysis result, the relocation causes a serious traffic problem to the BORR network and the P. Sogiri Street. To minimize the problem caused by the relocation, three scenarios are proposed and thus simulated based on the findings and observed traffic problems. The first proposed scenario is conducted by widening the P. Sogiri Street and providing a 4-4 toll payment gate system to the BORR. This first scenario is able to reduce traffic problem in some sections, but the average network density, speed and queue length are still high by 132%, -54%, and 200% respectively compared to the existing condition. The second scenario is conducted by widening the P. Sogiri Street and providing a 5-3 toll gate system. This second scenario is also able to reduce traffic problem in most sections, but the average network density, speed and queue length are still high by 248%, -70%, and 95% respectively compared to the main bus station before the relocation. The third scenario is conducted by widening the P. Sogiri into 4 lanes, providing a 4-3 toll gate system, and providing a new access from/to P. Sogiri Street to Bogor city direction. The simulation result shows that the third scenario is considered as the best scenario since in this scenario, the density, speed and queue length are relatively similar compared to the existing condition

    A REVIEW OF HIGH-SPEED RAIL PLAN IN JAVA ISLAND: A COMPARISON WITH EXISTING MODES OF TRANSPORT

    In order to provide better transportation systems, Indonesian Government is planning to develop a new high-speed rail system in Java that will connect two biggest cities in Java Island, Jakarta and Surabaya, with approximately 685 kilometers of entirely new track. This paper reviewed the Indonesian Government’s plan to develop the high-speed rail in term of comparison to existing modes of transport.This study employs demands projection of high-speed rail using JETRO method and benchmarking from other countries’ high speed rails. Furthermore, air pollution caused by transport mode was calculated based on the emission factor from CACP & CNT. The last is generalized cost that considers total time to travel as value of money.It can be concluded that journey time and fare of the high-speed rail is very competitive to the air transport in Jakarta-Surabaya corridor. The journey time to travel from Jakarta to Surabaya is 4 hours and 19 minutes by high-speed train and 4 hours and 40 minutes by air. Based on the benchmarking analysis, the suitable fare for the high-speed rail should be 70% of the air transport. This study predicted that 61% of air passenger, 18% of conventional rail passenger and 12% of bus passenger will switch to the high-speed rail service in 2020. In total, the high-speed rail will have 24% of market share for the passenger transport and becomes the second largest market share after road transport (52%). The conventional rail and air transport have 14% and 9% of total market share to travel from Jakarta to Surabaya and vice versa. The high-speed rail development reduces carbon emissions caused by transportation systems in Java Island. It has been calculated that there are 2.542 million tonnages of CO2 per annum without introducing high-speed rail, however, the CO2 emissions decrease to 1.694 million tonnages per annum if the high-speed rail is developed in Java Island.     EVALUATION OF ALTERNATIVE RAILWAY CONNECTION ACCESS AT JAKARTA SOEKARNO HATTA INTERNATIONAL AIRPORT

    Traveling between the center of Jakarta and Soekarno Hatta International Airport (SHIA) is further constrained by the limited number of main routes available which likely cannot be accommodated in the future by road based transport modes alone. Hence, the airport needs to develop airport surface access to accommodate its network. The aim of this research is to analyze the railway access system for developing the system of SHIA using multi criteria analysis in the selection of alternative route alignment of the railway line and a qualitative study in data collection within the research design. Development of the criteria includes technical, economic, environmental and spatial aspect. Three alternatives have been proposed in this analysis, i.e. through West Jakarta, through North and West Jakarta and through North and Central Jakarta. The results show that alternative 3 (through North and Central Jakarta) can give implications to the airport users, i.e. providing a high standard of the rail link in a well-timed manner and a cost-effective public transport link. Improving the multi-modal access to the airport will improve the supply of employment to business, lead to urban regeneration around station locations, and improve Greater Jakarta Metropolitan Area regional competitiveness

Dalam rangka mengakomodasi kebutuhan pelayanan kegiatan transportasi perlu adanya pengembangan jaringan untuk konektivitas. maka dalam hal ini Pemerintah Provinsi Banten bekerjasama dengan Pemerintah Kabupaten Serang  telah membangun Interchange  Cikande. Tujuan penelitian ini untuk mengidentifikasi tingkat pelayanan ruas jalan nasional disekitar kawasan industri sebelum dan sesudah beroperasinya interchange. Oleh karena itu agar dapat mengetahui arus lalu lintas yang akan terjadi diruas jalan nasional tersebut maka dilakukan prediksi arus lalu lintas dengan menggunakan Software SATURN (Simulation and Assignment Traffic to Urban Road Networks) yang merupakan program analisis jaringan yang dikembangkan oleh Institute for Transport Studies, University of Leeds, sedangkan untuk mengevaluasi kinerja jaringan digunakan parameter VCR (Volume Capacity Ratio).Dari hasil analisis diperoleh bahwa setelah beroperasinya interchange terjadi penurunan volume lalu lintas dari 1890 smp/jam menjadi 969 smp/jam dengan VCR 0,79 menjadi 0,40

    The Ability to Pay and Willingness to Pay on Operation of Adi Soemarmo Airport Train Access Line to Airplane Passengers

    Connectivity between transportation nodes is crucial in encouraging the movement of people and goods, including access to Adi Soemarmo Airport. Currently, access to Adi Soemarmo Airport is dominated by private vehicles and taxis compared to public transportation such as buses which can be costly for some passengers. To cut the cost of transportation in Adi Soemarmo airport, the Ministry of Transportation has built railway access to Adi Soemarmo Airport from Solo Balapan Station and vice versa. However, the scheme of train’s tariff is solely designed to accommodate only operational and maintenance cost, while the ability and willingness of passengers to pay are simply neglected. This research aims to analyse willingness to pay of airplane passenger for the operation plan of airport train based on mode choice model and contingent valuation method and finally be able to determine the tariff based on willingness to pay and train operating costs. Mode choice model uses logit binomial in terms of differences with a stated preference method, willingness to pay analysis uses the net economic value from binomial logit and train operating cost calculations use the Minister of Transportation Regulation Number PM 17 the Year 2018. The average value of willingness to pay of prospective airport train users for each car, taxi and bus users based on binomial logit model is IDR14,802.42, IDR14,121.13, IDR14,221.42. Meanwhile, the value of the ability to pay for each car, taxi and bus users is IDR60,996.90, IDR79,564.67, IDR55,117.17 and the tariff value based on train operating costs is IDR17,730.22

    Evaluasi Peningkatan Pelayanan Terminal Bandar Udara Kelas I Mopah Merauke

    Seiring dengan perkembangan dan rencana pemekaran Kabupaten Merauke menjadi Ibukota Propinsi Papua Selatan, yang berpotensi meningkatkan jumlah pergerakan lalu lintas penerbangan di Bandar Udara Kelas I Mopah Merauke serta dalam rangka menyongsong penyelenggaraan PON 2020 di Papua, maka telah dioperasikan terminal baru seluas 7.204 m2.Permasalahan yang dihadapi pada saat pengoperasian terminal baru adalah keterbatasan luas terminal dan fasilitas serta penggunaannya yang tidak sesuai dengan fungsi awal dari terminal berdasarkan masterplan yang ada. Penelitian ini bertujuan untuk mengevaluasi tingkat pelayanan penumpang Di Bandar Udara Kelas I Mopah Merauke berdasarkan regulasi dan persepsi penumpang pada saat beroperasi di terminal lama dan setelah beroperasi di terminal baru. Penelitian ini dimulai melalui pengumpulan data hasil observasi peneliti, kuesioner terhadap penumpang serta wawancara penyelenggara bandar udara. Metode analisis yang digunakan adalah Penilaian berdasarkan PM 178 tahun 2015, IPA dan Metode Triangulasi. Berdasarkan PM 178 tahun 2015, hasil penelitian menunjukkan peningkatan kinerja pelayanan pada saat beroperasi di terminal lama sebesar 47,4% (kategori cukup) menjadi 68,1% (kategori baik) setelah beroperasi di terminal baru. Dari 35 Atribut pelayanan yang dinilai masih terdapat 11 atribut pelayanan yang belum sesuai dengan standar PM 178 tahun 2015 setelah beroperasi di terminal baru. Menurut persepsi penumpang, kinerja pelayanan bandar udara di terminal lama berada pada kategori rendah dengan 17 atribut pelayanan berkinerja rendah dari 30 atribut yang dinilai. Selain itu, juga terdapat 4 pelayanan tambahan yang diinginkan oleh penumpang. Hasil evaluasi menggunakan metode triangulasi menunujukkan bahwa masih terdapat 10 atribut pelayanan dan 3 rekomendasi tambahan yang belum mendapat perbaikan setelah beroperasi di terminal baru

    The Issues of Track Maintenance Management in Indonesia (Based on Study of the British Railways)

    It is believed that there is merit in researching how the management of track maintenance is organized in the United Kingdom, in particular by Network Rail, and then evaluating how this can be applied to the benefit of Indonesian Railways. The purpose of this research was expected to provide recommendations for management improvement of track maintenance by researching the track maintenance management system in Network Rail. This research study is based on secondary data. The analysis was conducted by using comparison method which compares the British Railways management and Indonesia railway management related to track maintenance management. The track maintenance management system was studied by using Network Rail. The results were compared with track maintenance management system in Indonesia. The comparison will provide the data differences that evaluated so the problem can be identified. The final result of this analysis was the identification of problems and improvisation that can be done for the development of track maintenance management in Indonesia. Several management issues have been mapped to several groups: finance management, structure organization, and asset management. From the problems that have been mapped, some improvements are recommended as monopolist authority restriction, maintenance system contract extension, re-structuring organization hierarchy, business plan consideration, track monitoring strategy arrangement, and condition based maintenance strategy adoption
